requested_scope,offer,note, and the deniedcheckthat prompted it, if any. - Answer it. To agree, draft a license with
license_requestset; you may change any term. To refuse, decline it with adecision_note.
2xx within 10 seconds, then do the work. Deliveries can repeat; ignore an event ID you have processed.
